We fixed verious bugs with our housing system.

Bug Fix
- Fixed properties not extending correctly.
- Decreased exit time of editmode when leaving property region.
- Added 5 second cooldown to editmode to prevent abuse.
- Prevented vehicle destruction in editmode.
- Discontinued editmode property management UI via editmode
